Speedometer New Civic LCD

Hello guys, I'm having trouble to excite an LCD display on 7 SEG on 16f917, with a 4047, I can excite the LCD, but the PIC 16f917, it does not light, the code written in the PIC is working, tested in PROTEUS. has some configuration in the PIC so that it raises the voltage on pins SEGx?
